Certainly that is true. However, that still does not excuse them from sending out people who are incapable of physical combat for example. Especially when there are many fighters here who can defend against such forces, but are not permitted to go out.

I can think of one reasonable explanation for holding back on fighting power, and that is to keep the fighters within the barrier on unofficial reserve in case the Third Party is able to find its way in. But sending out non-fighters is...
